Job description

Position Role:

The Data Analyst will be part of a three-person data and analytics team reporting to the Vice President of Performance Measurement, and will execute the analytic and operational needs of the P4P program and other IHA projects related to data, analysis, and reporting. In particular, the Data Analyst will manage data collection and reporting activities and serve as a technical resource regarding internal and external questions on data-related inquiries. The candidate must also conduct performance calculations and quality-check reports, analyze results and model hypothetical projections, conduct analyses, and create and present graphical summaries of results. The Data Analyst must possess a strong balance of technical, quantitative, and qualitative skills. The ideal candidate is thoughtful, well-organized, efficient, and a flexible team player with excellent analytic, written, and verbal communication skills. Keen attention to detail, a deep intuition for visualizing data structures and anticipating key data issues are essential. Since IHA is a small organization (15 employees), this role is quite broad; a successful candidate will be interested in performing a variety of functions.


Position Responsibilities:

▪     Data Collection, Reporting, and Calculations

o   Program and apply performance formulas

o   Create comparative performance reports

o   Communicate file specifications and data validation checks to third party vendors

o   Work with external vendors and data contributors to complete data collection, validation, cleaning, calculation, and aggregation activities on a strict timeline

o   Quality-check electronically-reported results to ensure accuracy and compliance with business requirements

o   Field, fulfill, and track external data requests on an ongoing basis while adhering to IHA data use agreements

▪     Analysis and Modeling

o   Use results to perform hypothetical modeling and statistical analyses to support informed project decisions and conclusions related to an array of health care projects, such as California Regional Cost & Quality Atlas and maternity performance measurement in P4P

o   Use data and results from disparate sources to develop new insights and interpretations

o   Design and run analyses of project results and cull through findings to determine project impact, drivers of the results, and significance to the industry

o   Create graphical presentations of results and incorporate into PowerPoint slides

▪     In-House Data and File Management

o   Help clean, update, and maintain IHA’s internal data repositories

o   Write ETL (Extract, Transform and Load) integration scripts for handling import and export of new results files to and from online database and analytics web reporting platform

o   Manage databases

o   Assist in re-designing and combining several segregated databases into a new unified data architecture

Position Qualifications:

▪     BA/BS required in analytic or health-related field (e.g., statistics, health services research, economics, health informatics); Masters level education preferred

▪     3-5 years’ demonstrable work experience with data and statistical programming, preferably in health care

▪     Strong quantitative skills, knowledge of statistical tests and software. Proficiency in statistical programming; Python (i.e., Pandas) is preferred. R and Stata are relevant and transferrable

▪     Experience in using SQL to interact with databases

▪     Tech-savvy and proficient with all Microsoft Office applications, including Excel and PowerPoint Effective interpersonal and communication skills, particularly to prepare written and graphical communications for a variety of audiences (internal staff, external audiences)

▪     Fluent in data handling best practices and understanding of potential pitfalls; possesses investigative skills to vigilantly compare/contrast data quality for validation purposes

▪     Experience with automating and systematizing data cleaning, aggregation and computational processes

▪     Expert at dataset organization, cleaning, manipulation and transformation


Strongly Preferred:

▪     Experience in health care and knowledge of health care data and performance measurement

  • Experience working on a small team managing development of data products
  • Demonstrated project management skills, working on complex projects involving a variety of stakeholders

▪     Knowledge of the Agile process and use of related tools (Confluence, Phabricator, etc.)

▪     Experience with reporting tools such as Tableau or Periscope
